The fourth U.S. President, James Madison believed in a robust yet balanced federal government and is known as the "Father of the Constitution." Madison was one of the main proponents for the passage of the first ten amendments to the Constitution, known collectively as the Bill of Rights, which were ratified in 1791. He is also the shortest person to serve as President weighing in at a whopping 5'4''tall and 100lbs.
